"seem"? "can[']t" is not a useful problem description. It does not
say what you did. It does not say what happened when you did it. As
usual, showing actual actions (commands) with their actual results
(error messages, LED indicators, ...) can be more helpful than vague
descriptions or interpretations.

Visit http://netgear.com/support , put in your model number, and look
for Documentation. Get the User Manual. Read. Look for the LED
descriptions and "Troubleshoot".

As suggested, read the documents. The tell people what you are doing ans where it goes wrong?

you can feed in the model number and find all the documentation for your hardware.

For some reason that I can not understand, if you search on DSL modems in the USA they are extraordinarily difficult to find. I have no idea why, but when I searched on same two years ago I could find nothing new and bought a returned unit from Crutchfield, a vendor of AV gear that is highly respected here so I felt confident buying from them.
Clearly the OP is a fish-out-of-water and needs to seek local (live, in-home) help to get the D7000 working!

Could it be that DSL is dying in favour of cable?
At $250 second hand price is around twice the £112 that we pay for new here in the UK. It is usually the other way round. But we have minimal use of cable.

Agreed. That's why it might help to know which ISP this is.
One immediate thought, with a second had modem/router my first move would be to factory reset it.
You never know what the original owner did to it, and how much work the refurb people put into it.

That's not clear to me. The OP does need to provide some useful
information before anyone else can do much of anything, but it's not yet
clear (to me) that this situation is hopeless.
