Nighthawk D7800 no wifi

Nighthawk D7800 no wifi
I am trying to configure a Nighthawk D7800 router in AP mode to act as a wifi extender.
i followed the instructions on
and set it up with a fixed IP address.
All seems normal on the router (DSL light flashing, wifi and spa lights are on. ssid broadcast is set on both 2.7 and 5.
However I do not see either wifi signals on a pc or iPad.
I have tried changing channels and resetting both router and Nighthawk and updated firmware to latest v1.0.1.56
Any ideas?

Those are the instructions for a router. The D7800 is a modem/router.
Have you read the manual for the D7800?
If you visit the support pages:
Support | NETGEAR
you can feed in the model number and find all the documentation for your hardware.
See the section Set Up the Modem Router as a WiFi Access Point Only.

I have tried to set this up multiple times using the instructions in the manual. I have also check out the online help.
Each time, it registers on my network via a wired connection, but there is still NO wifi signal.
Starting to think this unit is a waste of money!
Would like to hear from someone in Netgear about this problem.

Which "a fixed IP address", how, exactly? And connected what,
exactly, to what, exactly? (Hint: If a device has different types of
Ethernet ports, then "connected to device" is not enough detail.)

What, exactly, is your "router"? Which IP subnet does its LAN use?

"seems"? Define "normal"? "DSL light flashing" is normal? Is the
DSL port connected to anything?

LED indicators? (And "normal" is not a useful description.)
What does the management web site on the D7800-as-WAP have to say for
itself?
Does the "WiFi On/Off button with WiFi LED" have any effect?
Firmware defects in Netgear products are not uncommon. Have you
tried a different/older version?

When it's configured as a router, is there a signal? Does it work if
you connect a wired device to a LAN Ethernet port on the D7800-as-WAP?
