You shouldn't need an internet connection to get at the settings.
Connect to the wifi on the D7000 – the access details are on the back – and use the genie or a browser, to get into the settings and take it from there.

What is your "my new nighthawk router"?

Rather than fiddle with "the NETGEAR app" on whatever your "my phone"
might be, I'd suggest using a web browser on your "my phone" (or any
other computer-like device).

What is your "a DSL modem/router"? Can you get to the Internet if
your "my phone" is connected to that?
Note that these devices have multiple ports where connections can be
made. Descriptions like "gizmo-1 is plugged into gizmo-2" conevy no
useful information about exactly which port on what is connected to
which other port on the other what.
What's the purpose of the second router? What, exactly are you
trying to do with all this (unspecified) equipment?

Similarly, some clue as to your goal(s), a less vague equipment
inventory, and some actual information about how you have the stuff
connected might be helpful.
If you don't already have the D7000 User Manual, then visit
http://netgear.com/support , put in your model number, and look for
Documentation. Get the User Manual. Read. If you actually want to use
two routers at the same time, then you might also want to look for "Use
the Modem Router as a WiFi Access Point".
