enable telnet on router D6400

Hi guys,
I bought a d6400 and I would like enable telnet to adjust the snr noise margin to increase the speed connection.
So I downloaded the utility telnetenable-0.4 and by linux terminal I used the cmd "./telnetenable.linux <host IP> <host MAC> <user name> <password>", where user-name = Gearguy and password=Geardog.
from the terminal I had the following answer "connect: Connection refused"
I don't know why ; this cmd works on the router DGN2200, which I tried before and it works perfectly
so could you help me
OS Linux ubuntu 16.04
firmware router : V1.0.0.56_1.0.56
Model router : D6400 AC 1600 wifi VDSL/ADSL

You can check under http://192.168.1.1/debug.htm or http://192.168.0.1/debug.htm and see if the option is available.

it works (192.168.0.1/debug.htm) , the debug page appears and so I could enable telnet.
