mac address filter only on private network
Some one know if is possible on NetGear D6200 apply mac address filter only on private wifi network and leave free access on guest wifi network?

Yes that should work I tested on my router and it worked let me know if you run into any issues.

I just set up my access control list and then it still allowed my phone to connect to the guest network even when it wasn't on the main networks allow list.

This doesn't work on my D6200.
I set-up the allow list and I can't access to guest network from unregistered device
