FIOS AND NETGEAR R6400 Successfull Connection
So if any one is interested i was ablo to connect the r6400 to the fios and bypass actiontec router , the solution is to clone the MAC from actiontec to the r6400 and set all to DHCP run cat6 cable from fios box to router and reboot all after a moment it wil start working

Thats good to hear I guess the isp what to see the old router's mac address on your network.
