If those devices are powered on, and the cables are good, then the corresponding LAN port-status LED indicators should be lit (as described in the User Manual). For an unconnected LAN port, the corresponding LAN port-status LED indicator should be dark (as described in the User Manual).

A modem should be connected to the router's WAN/Internet port. The corresponding LED indicator for that is different (as described in the User Manual).

Please fetch (and consult) a copy of the User Manual for your device. Visit http://netgear.com/support , put in your (actual) model number, and look for Documentation. Get the User Manual. Read. Look for the LED and button descriptions.

Yes, I previously downloaded the manual and have searched through it. I then turned to this community for help. Sorry, but I still do not know how to correct the error of the corresponding port lights not lighting.

I still don't know what the actual problem is. What, exactly, doesn't work? If your devices can access the Internet as expected, but the LED indicators disagree, then you could have a hardware problem (dead lights). Are there any features on a problem device (hardware (lights) or software) which would indicate the state of its Ethernet connection? Do they agree with the router's port-status LEDs?
If you move the cables, does the problem follow the cables? A little logic can go a long way when dealing with such problems.
For a quick cable test, connect each end to a LAN Ethernet port on the router, and observe the relevant port-status LED indicators. For a good cable, both port-status LEDs should indicate a maximum-speed connection. (And they should agree.)
For the WAN/Internet port, I'd expect your (unspecified) "Cable Modem" to have some kind of indicator which might indicate the status of its connection to the router.
