Setting up a WiFi network without internet
Here’s the situation...we live in a rural area and don’t currently have access to internet. However, we are able to use our cell phones as hotspots to access the internet.
Is it possible to set up a WiFi network without internet? Ideally what I’m looking to do are the following...1) Connect my printer to my laptop, for printing purposes. 2) Have the ability to connect my cell phone and smart tv to a network so I can watch what’s streaming on my phone on the tv.
So, today I bough a router with the intention of trying to figure this out, even though I don’t even know if it’s possible.

Should be. What happens if you run the experiment?
If you don't have (or want) an Internet connection, the router
should still operate about as expected. Without access to a time
server, the date+time data in its logs may be inaccurate. Similarly,
features like automatic firmware updates couldn't work.

"AC1750" is a speed, not a model number. Look at the product label.
