WNDR3700 port forwarding

I'm trying to connect two servers to my WNDR3700 router. One to port 80, the other to 8080.
The one to port 80 works perfectly. I can access the server externally from the internet with my ISPs ip+:80
I cannot get 8080 to work. I've set it up exactly the same as the 80, port forwarding to the servers local ip. I can access the server with the local ip, but I can't access it from the internet with my ISPs ip+:8080.
I've used an online port scanner to check it, but it says "Connection Refused".

Any ideas?

Port 8080 is used by router's remote management. You may able to change the ports on remote management yet using 8080 has been has an issues

use other than 8080

it's because port 80 is one of the most common/accessble port. Please try other ports like SMTP (TCP port 25), Telnet (TCP port 23).
it takes a valid connection to communicate

Port80 can be block by ISP so check with them first
