Is that accurate? R6400 or R6400v2? Look for "Model" on the product
label. Firmware version?

I'd use a web browser instead of any Netgear app.

What about 2.4GHz?

Not entirely amazing.

Here's a radical concept which works for some people:
https://en.wikipedia.org/wiki/RTFM
Visit http://netgear.com/support , put in your (actual) model number,
and look for Documentation. Get the User Manual. Read. Look for
topics like "Types of Logins" and "Use an Internet Browser to Access the
Router". Further reading might not hurt, either. Look more closely at
the product label?

Re: WiFi access point set up
If you did a hard reset it should go back to factory default and the password should be password. Try getting into the router wired with a laptop.

Re: WiFi access point set up
So I did this. It seems this router cannot connect to a wireless router, i think i has to be plugged in (like a previously had it with my cable modem (old house)). I was able to plug it into my desktop at home, connect it to my starlink router thru the PC which is connected to the starlink router.
Not sure this model has the functionality i need.........

"this"? _What_?

Try to imagine how "Not sure" the non-psychics in your audience must
feel. Perhaps if you revealed what "the functionality [you] need" might
be, then you might get better advice. Hint: "expand the range of my
Starlink WiFi" is not a very detailed description of anything.

Probably true, in general.

If you think that that's a useful description of anything, then you
might want to think again. (Hint: If a device has different types of
Ethernet ports, then "connected to device" is not enough detail.)
