The WiFi speed is 300+300Mbps in the specification, But only get 90 Mbps after router. If directly connect to the modem, the speed is 215 Mbps. Is it router problem? Or other facts can cause this problm? Please help.

Perhaps "limitation" would be more accurate than "problem".
Different model, same limitation:

Visit http://netgear.com/support , put in your model number, and look
for Documentation. Get the WNDR3300v2 Setup Manual. Read. Look for
"Technical Specifications" and "Interface Specifications".

Other things _could_ cause such a problem, but the specifications of
the WNDR3300v2 would be enough.

If you check, I'd guess that you'd find that your wired speed is
similarly limited.

Wifi speeds depend, as much as anything, on the client device that you are using. 300Mbps is faster as some devices can manage especially of they are on 2.4 GHz.
Remember, specifications are about standards and marketing. No one ever gets those measurements.
The WNDR3300v2 is an old (2010) and slow. N600 is ancient.
It has another speed limit in the speed of the LAN and WAN ports 10BASE-T or 100BASE-Tx, RJ-45. (At least, that's what the manual says.) No matter how fast your local wifi speeds, you'lle never see 300 Mbps in links to the outside world.
That raises questions about this:

I assume that this is a wired measurement. Don't be surprised if you don't see wired speeds anywhere near that behind the router.
It might be worth a bit of background reading.
