You could set up a time schedule for a certain range of IP addresses (say 192.168.0.100 - 192.168.0.254) and assign specific IP address for the staff and volunteers in the range 192.168.0.2 - 192.168.0.99. Set the DHCP to only issue new IP addresses in the higher range (192.168.0.100 - 192.168.0.254)
Its a fair bit of work, but would provide the result you need. You would have 150 odd 'guest' wifi connections that you could control access for, whilst everyone else would have internet access 24/7
Most of the newer Netgear routers have guest wifi incorporated as well, which can then be isolated from the rest of your network devices. Parental Control is also available

One caveat is that Netgear routers will only allow a maximum of 32 Wi-Fi clients.

64 if its dual band (2.4GHz and 5GHz).
