network without internet

Recent hurricane left us with no internet for weeks; no videos, no movies for some entertainment. Thought a solution for future same circumstance could include a wireless network in the home (we are on our own electric generator) to allow us to view already downloaded content but my old and new routers and an extender/access point that I was experimenting with all seek the internet.
I need a local/home network without internet.
My online searches return all sorts of solutions that sooner or later end up with internet.
Need a solution please. Thank you.

What, exactly, does that mean? How can you tell what they "seek"?
What are all these devices?
Aside from the usual (minor) problems involving no access to a time
server or a DNS server, I'd expect no particular problems with
communication between devices on your LAN.

With my weak psychic powers, I have no idea what your "online
searches" might have returned.

I don't know what the problem is. If I yank out my ISP cable
connection, my networked devices can still talk to each other. What,
exactly, doesn't work for you?
As usual, showing actual actions with their actual results (error
messages, LED indicators, ...) can be more helpful than vague
descriptions or interpretations.
