The proof to comcast is as simple as this: find out your puclic ip from a website, check the netgear wan ip. When they do not match, send them screenshots.
The netgear should have the public ip address at all times if everthing is working correctly.

I showed the screen shots to the Comcast tech, and they had several other explanations that I have disqualified but I must investigate with documentation so that I can prove this. These explanations include the modem firewall settings, the modem bridge settings, etc.
I'll report back in a few days.
