Higher ISP Speed Compatibility

I have a FVS318Gv2 Firewall and although the ISP is sending 400 mbps download and 20 mbps upload my speed test through my firewall is 38.19 download and 24.40 upload.  Does this firewall support the higher speed from the ISP?

Please see the LAN-to-WAN Throughput section.  It support up to 250 mbps.
