Add power saving mode SHUT OFF for GS308E

I bought two of these switches with the idea that I would be able to fully manage them.  But I cannot power off the EEE (Energy Efficient Ethernet) feature.  Which makes this choice a bad one for my Dante Music Network aspirations.   Please create new firmware to be able to do this.  Else it's return to Amazon time.  What a hassle.  -
