Notifications with very short deltas seem to be mixed up under some conditions.
It's clear that it's always DOWN-UP DOWN-UP DOWN-UP ... the port #5 is up and running since the short cable disconnections during the installation and adding the connected WAC to Insight Pro.
This has been discussed in regards to notifications and how it is being handeled in Insight. Be on the look out for changes in future updates in regards to this.
