Fs728tpv2 unable to access web interface over VPN

Firmware version 5.2.0.39

Loca subnet 10.201.190.0/24

Able to access from local subnet

Can't access over VPN tunnel I have eliminated VPN as the cause, as I'm able to access web interfaces of other devices on same LAN as the switch across the site to site tunnel.

Did some reading and have tried to setup access control rules for web interface all to no avail.

What am I doing wrong? Is it just impossible to manage these switches from a remote subnet? Will I ALWAYS have to drive out there to make changes on these?

Any help would be greatly appreciated! Thx!

Kindly answer the questions below:

a. Is Flow Control enabled on the FS728TPv2 switch?

b. Is the FS728TPv2 the only device in the remote LAN that is just capable of 100Mbps of ethernet connection that you are having trouble accessing its web-GUI via the VPN tunnel? 

c. Have you tried to reboot the FS728TPv2 switch and check if same problem occurs?

d. Have you tried to perform a factory reset on the FS728TPv2 switch then reconfigure it from scratch and check if same problem occurs?

A - wasn't aware of that setting so have no idea,

B- the switch is connected to the router via port 28, a gigabit port, ports 1-24 are used to connect to ip phones which are 10/100, with pc's connected to secondary port on those phones.
