Netgear M4300-52G User Access Level

Hi, I am planning to buy M4300-52G switches for my company. Is it possible to configure user access levels (aka user privilege levels) with values other than 1 and 15? The web interface only has read-only and read / write options. The CLI description only mentions 1 and 15.

Yes, we only have 2 access levels for this switch. The admin which can read/write the configuration and the other one is guest which can only do read.
