AirCard 797 tethering to Android 9 Tablet

I'm having issues trying to utitlize my Hotspot with an indash system on the Android 9 platform.  Because the system is using a wifi/bluetooth loop (don't ask) to connect wirelessly to iPhone for Apple CarPlay, my best alternative is to tether into the Android unit.  I was told that the USB on this unit does not have the drivers for tethering... not exactly sure where to go from here?!?  

I do have root access as well as Google Play Store.

I do have access to Google Play Store BTW
