Aircard 763S MEP Unlock tool for Windows 10

I want to unlock my Aircard 763S but I am having issues downloading and running Aircard Watcher.  I have downloaded and started the exe file from http://downloadcenter.netgear.com/en/#searchResults but it will not run on my Windows 10 OS.  I can not find that the program has been loaded and installed either.  Is there a more up-to-date download file that I should use?

Need some help on this as I am stuck.  Also, does anyone have the unlock MEP code for the Roger's version of this?

I have not clue if it will work with Win 10OS.  Hope someone here will know that.  Do you have any experience with this?  If it is not compatible is there any other way to unlock it?
