Is there a way to unlocked AC790S zain locked?

I contacted them this morning but sad to say they couldn't provide an unlock code for it.

My mom purchased this thing while she was in kuwait but now she's here in the philippines but can't do anything about it since it is locked 💔

NETGEAR does not have the MEP code. This information can be obtained from the service provider that sold you the NETGEAR AirCard modem.
