The device stops on the Net Gear logo and turns off
Removing the battery did not work
Attempt by cable directly without battery did not work
And also with the battery it did not work
Repeat this several unsuccessful attempt.

It is not clear what answer you want to get - if your router does not start with and without a battery, and does not start from the reset button ...
It's simple - an exchange or a service center if the router is under warranty, or a service center or throw it away if not under warranty.
If you have good knowledge of electronics, then you can try to look inside the router for ports for flashing or a diagnostic port (COM) to see if the router is alive or not. If the EPROM is installed separately on the board, then you can flash the firmware into the new EPROM and re-solder it. But this is your responsibility. I myself did not disassemble this router so I can't help.
Now the firmware for this router has been removed from free access, but earlier they were available so that they could be saved by some of the users - you can ask around on this forum.
