yes and no. Same basic hardware but the european version are going to use a different plug/power adapter and use a different firmware because there's different broadcast restriction in each country.
FCC/North America versions can't be changed to other wireless regulatory areas (region/contry settings) - seems to be an FCC requirement or Netgear's simplicity approach to not cause issues - or to avoid grey imports.
