Circle Parental Controls Cause Latency

After turning on Circle Parental Controls my latency increased from 10-20ms to 700-1100ms.  Is this a known issue?  Can we add gaming consoles to a section that bypasses Circle as to not intruduce the latency.

Circle is unusable due to this issue.
