Not aware, here the Nighthawk App Permissions does list "No permissions granted", and all three Camera, Location and Phone are off (by default).

Since Android 6, specific permissions are granted during App run-time. As shown in the screenshot above, all four critical permissions are disabled.(Camera, Location, Phone, and Storage). When accessing a functionality requiring one of these, e.g. Register any NETGEAR Product and use the [Scan Barcode], granting the special permission is requested:
Let's put it this way: I have not seen the Insight App (as of today, v5.0.13) requesting the phone permission. Might happen Netgear does intend to add some features - pure speculation - say for general support calls, or for paid priority support, or for the multi-user and the coming up multi-tenancy capability to call other contacts in charge for that specific Insight network. For now you might be fine to keep the Phone permission (requested is explicitly "Phone - directly call phone numbers") disabled.
Most of the Insight features run without these four key permissions. However, under the hood there are many more required:
