Not all the green lights are on

Hi, only 3 green lights are on on my 16 port switch, the rest of the ports have no lights on at all. I have tried restarting it with the same result. Did I need to replace the entire 16 port switch?

What is connected to the ports with no lights showing?

Does the stuff work? Is it turned on?
