disabling SIP AGL in Netgear router
I have a router I got in 2020. I was able to log in then via a Web browser (Google Chrome) at the www.routerlogin.net site, but I see no login options there or on the www.routerlogin.com. Clicking...

There is only one router (no mesh either), and I am coming to the conclusion that it --- and the SIP AGL -- are not the problem because the VOIP device can call outside to other phones on other services. Still, I'd like to be able to look at router configurations, and one of the links you provided (https://kb.netgear.com/1097/How-can-I-regain-access-to-my-NETGEAR-router) may be able to help. I am not at home, so I have to wait until I get home to connect the PC to the router (instead of the model), and then get in that way. Thanks for detailing the issues with double routers (not the case here) and Double NAT. The modem is what Tmobile uses to access its home internet service with two LAN ports -- one for the PC and the other one I used for the router. I haven't explore the bridge and modem only modes, so thanks for that. I will explore that also. I will let you know what I found out.

I'm confused. You said earlier:
"The router is plugged into a T-mobil internet router."
What make and model is that?

It always helps to track back to the real problem at hand. In your case, you seem to be trying to fix "SIP AGL". But you really want what is "preventing voice to be recorded on voicemail of a smartphone". Your VoIP carrier may well suggest this, but often they are just flailing around looking for someone else to blame when things go wrong.

Sorry, I misspoke. The modem is the TMobile unit (I do not have the model with me now, it's at home), and the NETGEAR NightHawk is the router (and range extender in one). I will connect the PC to the router, and maybe I can look inside that way. Thanks for all your suggestions michaelkenward

OK. That makes all the difference.
When trying to login to the router, especially with Chrome, lookout for the browser's warnings of the end of the world as we know it.
Chrome goes into a meltdown when it sees an http link. It insists on https. While that makes sense for the outside world, something on your own network is safe. There should be a "Here be demons" alert on the login page. That lets you sneak around the warning so that you can entered forbidden territory.
Look for something like this:
Take your life in your hands and hit the Advanced button.
