Netgear Nighthawk M6 - As Travel Router

Does anyone know of the Netgear Nighthawk M6 can be used as a travel router without a sim card? I thought it would work but I don't see any option to connect it to a wifi on it's own. More importantly, is there any way to connect it to hotel wifi that has a captive portal? Could anyone provide instructions on how? I spent a lot on this but now looks like may need to return
