connecting pc's to the EX7000 ethernet ports
PC's are not obtaining DHCP ip addresses when hard wired to EX7000 ethernet ports consistently.
I don't find any info in the manuals to lead me to believe that DHCP is not going to be configured through the hard wired ethernet ports, just like the wireless connections.

Assuming the EX7000 is operating in extender mode: There is a control to associate the LAN ports with either the 2.4 or the 5 GHz WiFi uplink - if this is configured to the band which might not have an uplink to the router wireless, this might fail.
In case you operate the EX7000 on some earlier firmware, some MAC-NAT is taking place. If strictly managing the DHCP server for trusted MAC addresses only, you might have to add an additional entry for the translated-MAC address.
Taht's about all what can break the connection and the DHCP process.
