How to use the report from Connection Benchmark
I ran the test and recieved the results attached.
It shows D in speed and ping under load. What is this telling me? Is it telling me that all my neightbors have faster upload/download packages or is this a grade on the quality of the speed?
For Ping Under Load, is this related to my local network and I need to apply QOS to devices or is it showing something wrong wiht the connection coming to the house?
Any help that can be offered is appreciated!

Don't worry about the speed at the moment as we need to improve upon the results it gives. It is a rating based on the speeds you're getting against what you have said you are supposed to have.
Regarding Ping Under Load try different Congestion Control percentages to try and lower the result as much as possible. Your base line does have some spikes in it. If you have optimized QoS as much as possible then yes could indicate an issue between you and the ISP.
