Was it completely disabled using the method I mentioned or was it set to 'Never' in Congestion Control?
Could you add a rule to Traffic Controller for your device, allowing all traffic at all times? See if that helps.

I'll discuss with the team to find out exactly what the firmware includes as the changelog is brief. I'll close this topic now as it's no longer the latest version. For any more beta versions we'll create a new topic. I will post back here with an update to let you all know about the changes.
