You don't have to use chrome. I don't.

Does this PC have a reserved IP address?

Are you using any reserved IPs for the switch or PC.
What happens if you power everything off. Then power ON the router, then switch, then PC?

Lets remove the switch from the XR for a bit and connect everything up as best as you can.
Wondering if the switch is causing something here...

Most switches never communicate with the router and the Internet at run time. So the one and only action one might ever see is the initial boot probably in combination with the DHCP process. After a while, its well possible the switches are becoming invisible. Keep in mind this device manager or attached devices list on the classic Nighthawk router's are not active management systems regularly polling network devices for the presence on the network.

Here again, to get a proper network picture some more advanced features like Link Layer Discovery Protocol and some combination allowing the communication between the router and the switch(es) would be required. Neither the switch cores on consumer routers (even many SMB routers) nor the Smart Managed Plus/Netgear Pro Gaming switches offer these features. Therefore, the router can't learn what is connected to a local LAN port or on a switch connected to the LAN port. It's all in the same L2 network - so the LAN.
