Have the ISP locked it down? Did they put it in a bridge mode?
If that is the case then do modem > TP link (handling PPPoE, no devices connected if possible) > XR (DHCP)> Other router (AP mode) and then see if it works better

Ok i did a couple changes for testing:
- XR700 is getting Dynamic IP address (private not public) and is no longer configured with PPPoE & static IP address
- XR700 is connected to Echo via a DMZ link ( no multiple hops in between)
I have tested this for a couple of days and i am not experiencing lag issues when apple TV is on.
I will continue testing; however, it seems the issue is resolved.
