QOS Single Device and Set the bandwidth allocation

Nighthawk AX12 RAX120 - Firmware Version V1.0.1.122

Attempting to QOS a single device I have plugged into my LAN port on the router to a certain bandwidth upload and download (want to lower it to 128kbps. Only able to find out how to make it a low priority.
