Any router will be only as good as the internet connection.

It depends what you mean by poor, if you mean that you have slow speeds but a lot of devices in the house so that local congestion occurs then yes it would definitely benefit you having the router. If you mean the connection has a high base ping to start with then a router can't solve that.
