All settings in the router are correctly set to let the ISP set the IP addresses dynamically
If I reboot the modem first, then the router, the local network goes up just fine but I get no internet.
If I reboot the router first, then the modem, I get internet but it's temporary and often flakey. My ISP tech support says that the router isn't accepting the ip changes dynamically for some reason and when the router trys to dictate the modem things don't work right.
Has anyone experiences this and if so, how did you fix it?

What is the manufacturers name and model number of the modem/optical network terminal you have in front of your XR500?
Are you sure it is not a combination device that includes a router?

What is the reason you're needing to reboot so often? The best way to reboot would be to press the power button instead of pulling the power - that may have something to do with it. What is the model of the modem? It seems odd that no matter the order you boot it that the router can't pull the IP properly, usually the best boot order is modem then router so I'm surprised its not working. Its best to reboot the modem, wait 2 minutes then reboot the router and wait 2 minutes, does that work better?

I suspect the reason I'm losing service a lot is when the ISP makes a change, the XR500 isn't dynamically following suit. Why not is the mystery. All the settings are correct, as far as I can tell.

When you reboot the modem, disconnect the coax for a few minutes then reconnect before you restore the power. This provides a reset for some of the internal circuitry. If you have access, you may have to start looking at the signal power levels activity logs on the modem.
