Nighthawk LAX20 router as WiFi gateway ?

Hi, I am looking for a solution that will allow me to set up a local WiFi network using either an existing Ethernet or WiFi network as access to the internet, along with a possible cellular backup.
I travel to events that may or may not have internet access available. Sometimes there is WiFi provided by the facility, sometimes I can plug into an ethernet port for Internet access, other times I must use a celluar access card.
I looks like the LAX20 will allow me to connect to the outside world via Ethernet or cellular, but can I bridge it over to a WiFi Network if one is available ? Will it fail over to cellular if the internet connetion goes down ?

For a router to connect to a wireless and use it as a WAN requires WISP mode.
The LAX20 doesn't have that.
the only netgear device that I know of that does is the PR2000 which is a very old travel router from netgear.
Not what I'd recommend and it doesn't support LTE/Sim.
