RAX80 with severe same IP addresses??

Hi
Netgeat Nighthawk RAX80 was working fine since February 2019, until a few days ago, this router keeps disconnecting and giving DNS error somehow, I had to reboot this router almost every day or twice a day.
I start investigating what is going on, until I discovered that all devices (both wireless and wired) with all same IP address, see image attached below. I assume that router is faulty? or need a latest firmware? This router's currently Firmware Version V1.0.3.106_1.0.50
Please advise how to fix this router problem?

What changed?

Recent update? That looks current to me. I wouldn't expect a
serious DHCP server problem to get through even Netgear's "testing", but
you could try an older version.
Visit http://netgear.com/support , put in your model number, and look
for Downloads. (For older versions, under Firmware and Software
Downloads, look for "View Previous Versions".) Find the kit(s).
Download the kit(s) you want. Read the "Release Notes" file for
instructions. (In the User Manual, look for "firmware", and,
especially, for a topic like "Manually Upload Firmware to the Router".)
When that fails because of a deficient User Manual, try:
The usual cause of duplicate LAN IP addresses is the presence of
another (rogue) DHCP server on the LAN. Occasionally some
Internet-of-Junk gizmo which has not yet been configured, or has become
confused.

"static" or "reserved"?
Terminology: A "static" address is configured on the device itself.
What you configure on a (DHCP server on a) router is a reserved dynamic
address, not a static address. Either one should fix the address of a
device, but some implications are different.

If the settings have gotten scrambled, then it might be wise to do
the settings reset (again), and then configure the router manually, not
restore the (potentially scrambled) saved settings.

In-line images must be approved by a moderator before others can see
them. The time required varies. Attachments have no such limitation.
Of course, attachments have their own one-per-message limitation.

I am not sure why image is not shown!!
10 different devices (both wired and wireless) shows all same 192.168.123.20 ?
Other devices are static addresses are not affected.
I tried to disable DHCP, reboot, then enable DHCP, same problem.
I tried to reset default factory and restore from backup, same problem.
Please advise ASAP.
