Not sure if its related because the RAX120 is a qualcom based router versus the ones that support it are either broadcom or intel based.
Which NETGEAR routers support DHCP option 60 and 61? | Answer | NETGEAR Support
got an old router that does support those options? you could always use that router and disable its wifi and connect the RAX in access point mode.

I had similar issues with my rax120. For $500+ I expected a better UI to set those kinds of things, or at least SSH to set via CLI. Nope. I had to abandon it for DHCP.
