Access control not functioning

Hello everyone

i am having an issue with router the access control function. i have my access control set to block all new devices from connecting but every new device i add shows up on the allowed list but cannot connect until i add them to as a dhcp reservation. does anyone know if there is a fix for this. 

on my old nighthawk the device would show up as blocked and i would have to allow it and then i could add it to my DHCP reservations
