I would like to extend my R7000 network into a mesh. If I buy another R7000 will they connect together either via ethernet or WIFI to create a mesh with a single user identification experience?

These are not Mesh routers. You can connect them to each others (Access Point), but you won't be able to create a true Mesh network, even if you turn on Smart Connect (which is buggy across many NG routers).
Switching: 2x NETGEAR 8-ports (GS108v4) / 1x NETGEAR 16-ports (GS116v2)
Desktop: AMD Ryzen 9 5900X - Server: Intel Core i7-7700K - NAS: Intel Pentium G4400, 20 TB

The reason I asked is that Netgear seem to claim that adding a Netgear mesh extender (EX7300) to my R7000 will create a mesh network

I don't know about NG extenders, but it's possible they behave like sattelites. Worth a try, or not. Your choice.
