How to setup an QoS rule on a R7500?

I'm looking to setup an QoS rule to limit some the speed of some devices connected to my router. But I can't seem to find where to set it up at. The only thing I can find is the Dynamic QoS.

Look under connected devices. Select one of these devices and it may open up a new window with Priority listings. You might be able to select High, Medium or Low. Do this for each device you want to have a priority for.
