    Finally had some free time to work with tech support. Turned out the original person who tried activiating router was not the sharpest tool in the shed. 

    New tech guy got me done in 10 mins. Thanks for the help all.

The C7000 works with spectrum. 

And its on the qualified up to 400mbps list. 

And my in laws are running this same modem on spectrum with 200 mbps service. 

It potentially could be a line issue or just having a bad technician provisioning it.
