Nighthawk AC1900 Smart WiFi - Attempting factory reset without success

R7000 — Nighthawk AC1900 Smart WiFi Dual Band Gigabit Router

I reset the router to factory settings by sticking a paperclip in the back and holding for 7 seconds. The router rebooted. I can access the wifi no problem. But when I try to set up my netgear wifi extender by going to routerlogin.net, I am asked for security questions: In what city were you born AND What is your father's middle name?. I think a previous tenant set up the password with his private info and he is long gone.

I assumed by doing the factory reset that I could just enter the default factory settings for username and password.

Does anyone have a solution for how to override the security questions?

Thanks!

    That's right.

Which suggests something else is happening.

What firmware version do you have on the device?

It might help if you told people what the modem is in front of this router, if there is one. The make and model number could be useful. Is it, by any chance, also a router, with a set of LAN ports on the back?

The reason for asking is that a lot of people turn up here trying to put a router behind a modem that is also a router. That can complicate troubleshooting.
