Have you tried to open the VPN connection direct from your phone before activating your hotspot? If you did that, you would not need to also open a VPN connection from your MacBook.

I have tried connecting through OpenVPN on my phone and browsing network shares, but the phone also cannot communicate with the windows file server over VPN. Therefore, I don't think the MacBook would inheret a working connection. When my phone is connected to the home WiFi, I can browse these windows shares on the phone. So, this issue is isolated to the VPN.

When the VPN connection is established between your phone and your home network, what application are you using on the phone to try to browse files?
I use an Android phone or tablet connected via VPN, and then use my web browser (Firefox) to log in to my NAS box using the local IP address.
