R6400 blinking white lights

My lights never go out, power is steady white, Internet is blinking white, 2.4 ghz is blinking white, 5 ghz is blinking white.  The only other two lights that are steady white is wifi on off button and wps button.  Manual says the lights should all be steady white and   should go out after a while, Do I have to do a reset?  I have powered everything down and rebooted 3 times, it is still the same.  I have the latest firmwear version.  Is this a concern??  I don't seem to have any issues connecting to the internet at all.
