When my Internet speed used to be 25Mbps, the download speed I get from R6700 router (wired & wireless) was average 28Mbps. Last week my ISP doubled my Internet speed to 55Mbps but I can only get avg download speed of 28Mbps from the R6700(wired connection). When I connected directly to modem, my download speed is 60Mbps. I also tried to use another old router and still get 60Mbps.
Any solution?

Disable QoS on the NG router while speed testing.

Whats the Mfr and model# of the ISP modem? Any built in router?
Disable QoS on the NG router while speed testing.

The modem is Motorola SB6121 and has no built-in router I connected my TP-link router (450M) to the modem and my test speed increased to ISP's advertised speed. I don't think it's the modem's problem.

Make sure QoS is configured correctly for your ISP speeds as well. Looks like disabling it for speed testing works too. Enjoy.
