Hello. I have set up port forwarding but I would like to restrict the access to it by external inbound IP address.. Is this possible?

AFAIK, this is not possible with stock firmware. Some 3rd party firmware can do it. If you are port forwarding to a computer, then you can set up filtering on the computer.

thank you. I will be returning this product. A 40$ linksys box can do this just fine. No reason a 160$ netgear can't
