R7000 Schedule Issue - Doesn't work

I have a R7000.   I want to limit the access of the kids devices.   I've set the IP reservations and set ALL for blocked services per schedule.   I went to security > Schedule to set the times which was every day from 7:30pm till the next morning.   This made the start time 19:30 and the end time 9:30.  It started blocking everything even though it was outside the time range.

I thought maybe it didn't like the late start time and tried 7:30pm till just before midnight with the same result.
